देवास। नगर निगम परिषद के गठन के बाद सभापति रवि जैन की अध्यक्षता में परिषद की पहली बैठक बुधवार को हुई। पहली बैठक में देवास शहर के विकास को लेकर सभापति रवि जैन का विजन सामने आया। देवास शहर की सबसे बड़ी समस्या शहर की यातायात व्यवस्था को दुरुस्त करने के लिए पूरा रोड मैप का प्रजेंटेशन प्रोजेक्टर पर दिखाया गया। जिसे संबंधित विभाग के अधिकारी, और विशेषज्ञों की रायसुमारी से तैयार किया गया था। इसमें शहर के शामलात रोड और सबसे व्यस्ततम एमजी रोड को चौड़ा करने के साथ ही एकांकी मार्ग घोषित करने का निर्णय लिया गया।

शहर के शामलात रोड को चौड़ा करने की मंजूरी भी परिषद की पहली बैठक में दी गई। वही पीठा रोड के चौड़ीकरण के लिए सर्वे कराने की बात कही गई।

शहर में बढ़ते वायु प्रदूषण पर नियंत्रण के लिए भी नगर निगम पिछले कुछ समय से काम कर रही है। इसका भी प्रेजेंटेशन प्रोजेक्टर पर दिखाया गया। शहर के ए बी रोड के दोनों तरफ किए गए प्लांटेशन शंकरगढ़ पहाड़ी और माताजी टेकरी पर किए गए पौधारोपण के बाद पुराने और नए चित्रों से इन क्षेत्रों में आए बदलाव को प्रेजेंटेशन के माध्यम से दिखाया गया। नगर निगम आयुक्त विशाल सिंह ने परिषद को बताया कि वायु प्रदूषण में सुधार को लेकर जो कार्य किए गए हैं उन्हें भारत सरकार ने सराहा है और सूचकांक में काफी अंतर आया है। जिसके चलते देवास जल्द ही पुरस्कृत होने वाला है उन्हें आज ही भुनेश्वर में होने वाले समारोह के लिए बुलावा आया है। देवास शहर को ग्रीन सिटी बनाने का भी खाता तैयार किया गया है जिसे प्रेजेंटेशन के माध्यम से दिखाया गया।
वायु प्रदूषण  पर नियंत्रण और शहर को ग्रीन सिटी बनाने के लिए पार्षदों ने भी अपने सुझाव दिए। वार्ड क्रमांक 12 के पार्षद राजेश यादव ने कहा कि शहर के सभी 45 वार्डों में एक-एक गार्डन चिन्हित कर वहां वृक्षारोपण किया जाना चाहिए। इसके अलावा बैटरी चलित वाहनों के संचालन की बात भी पार्षदों ने रखी।

वंदे मातरम के साथ शुरू हुई परिषद की बैठक

नवगठित नगर निगम परिषद की सभापति रवि जैन की अध्यक्षता की पहली बैठक वंदे मातरम के साथ शुरू हुई। बैठक में कमिश्नर विशाल सिंह ने सभापति रवि जैन महापौर गीता अग्रवाल विधायक प्रतिनिधि दुर्गेश अग्रवाल का स्वागत किया। उपायुक्त ने नेता सत्ता पक्ष और नेता प्रतिपक्ष का स्वागत किया। वहीं निगम के अधिकारियों ने मौजूद परिषद सदस्यों का स्वागत किया।

प्रधानमंत्री आवास योजना में घोटाले का उठा मुद्दा

देवास में आवंटित किए गए प्रधानमंत्री आवास योजना के भवनों में घोटाले का मुद्दा परिषद की पहली बैठक में गूंजा। वार्ड क्रमांक 12 के पार्षद राजेश यादव एवं नेता सत्ता पक्ष मनीष सेन ने इस मुद्दे पर कहा कि शहर में करीब 230 मकान जो पात्र हितग्राहियों को मिलना चाहिए थे किंतु उसकी पैसे वालों में बंदरबांट कर दी गई। एक एक व्यक्ति को पांच पांच मकान दे दिए गए। पात्र गरीब व्यक्ति 25 हजार रुपए लेकर घूमता रहा किंतु पैसे वालों ने एकमुश्त डेढ़ लाख से अधिक की राशि जमा करा कर मकान हथिया लिए। ऐसे अधिकारियों पर भी कार्यवाही करने की बात पुरजोर तरीके से रखी गई। इस पर लंबी चर्चा के बाद सभापति रवि जैन ने पार्षदों की जांच कमेटी बनाकर मामले की जांच कराने की बात कही।

सीवरेज का भी गूंजा मुद्दा

नगर निगम परिषद की पहली बैठक में सीवरेज को लेकर आ रही समस्याओं का मुद्दा गुंजा। कई पार्षदों ने अपने वार्ड की समस्या बताते हुए कहा की सीवरेज के चेंबर भर चुके है सीवरेज कंपनी के कर्मचारी मशीन लेकर तो आते हैं किंतु उसके बावजूद चोक हो चुकी लाइन साफ नहीं हो पा रही है जिसके कारण सड़क पर गंदगी फैल रही है। नेता सत्ता पक्ष मनीष सेन ने संबंधित इंजीनियर जगदीश वर्मा को घेरते हुए सवाल उठाया की सीवरेज कंपनी के 60 कर्मचारियों का वेतन निकल रहा है किंतु मैदान पर सिर्फ दो चार  कर्मचारी ही नजर आते हैं। जगदीश वर्मा से नेता सत्ता पक्ष ने जानना चाहा कि आखिर मैदान में कितने कर्मचारी कार्यरत हैं तो इस बात का संतोष जनक जवाब वह नहीं दे पाए। पार्षद अजय तोमर ने तो उन्हें हटाने की मांग भी कर डाली। सीवरेज मामले में लंबी चर्चा के बाद सभापति रवि जैन ने मामले की जांच और व्यवस्था को दुरुस्त कराने के लिए पार्षदों की कमेटी बनाने की बात कही।

जब सभापति ने लगाई अधिकारियों को फटकार

सीवरेज मामले में चल रही चर्चा के दौरान कई बार देखने को मिला कि परिषद सदस्यों के सवालों के जवाब अधिकारी नहीं दे पाए और बगले झांकने लगे तो सभापति रवि जैन ने अधिकारियों को फटकार लगाते हुए कहा कि आपके सिस्टम में कौन-कौन काम कर रहा है। क्या काम हो रहा है। यह जानकारी आपको होना ही चाहिए। अगली बैठक में आप पूरी तरह से तैयारी करके आइए। अगर अधिकारियों से कोई जनप्रतिनिधि कोई जानकारी मांगता है तो उसे समय पर उपलब्ध कराना उनकी जिम्मेदारी है, इस बात का अधिकारी ध्यान रखें।

जल प्रदाय व्यवस्था निजी हाथों में देने का विरोध

देवास की जल प्रदाय व्यवस्था निजी हाथों में दिए जाने का पुरजोर विरोध परिषद की बैठक में देखा गया। मामले को उठाते हुए नेता सत्ता पक्ष मनीष सेन ने कहा। कि पूर्व परिषद में बताया गया था कि इससे नगर निगम को 2 करोड़ रुपये प्रतिवर्ष का फायदा होगा। लेकिन कुछ नहीं हुआ बीते 3 सालों का यह 6 करोड़ क्या कंपनी देगी? उन्होंने कहा जल प्रदाय व्यवस्था निजी हाथों में जाने से बड़ी समस्या खड़ी हो जाएगी। इसे तत्काल निरस्त करना चाहिए। इस पर जवाब देते हुए निगम कमिश्नर विशाल सिंह ने बताया कि यह पुरानी परिषद में अनुबंध हुआ था, जिसकी राज्य शासन से स्वीकृति भी प्राप्त हो चुकी थी। तब नेता सत्ता पक्ष ने निगम एक्ट का हवाला देते हुए उसे निरस्त करने की मांग की जिस पर लगभग सभी पार्षदों ने अपनी सहमति दी। तब आयुक्त विशाल सिंह ने कहा कि यह मामला इस परिषद में चर्चा के लिए लिए गए विषयों में नहीं था इसलिए इसकी विस्तृत जानकारी यहां मौजूद नहीं है। उसके बाद निगम सभापति ने कहा की अभी जैसी व्यवस्था चल रही है वैसी ही रहेगी। ठेके पर दिए जाने की व्यवस्था को होल्ड करते हुए इस मुद्दे को आगामी परिषद की बैठक में विस्तृत चर्चा के लिए रखा जाएगा। जिस पर चर्चा उपरांत निर्णय लिया जाएगा।

अतिक्रमण हटाने में अपनों के भी आएंगे भवन

कांग्रेस पार्षद दीपेश कानूनगो ने उज्जैन रोड रेलवे ओवरब्रिज पर हो रहे गड्ढे और निकल रहे सरियों का मुद्दा उठाया। इस पर विधायक प्रतिनिधि दुर्गेश अग्रवाल ने बताया कि देवास विधायक गायत्री राजे पवार के प्रयासों से उज्जैन चौराहे से लेकर नगुखेड़ी तक फोरलेन सड़क का निर्माण और डबल ब्रिज की स्वीकृति राज्य शासन से प्राप्त हो गई है केंद्र की स्वीकृति आना बाकी है। देवास को यह सौगात जल्दी मिलेगी।

नेता प्रतिपक्ष ने उठाया पेकी प्लाट का मुद्दा, नहीं दिखा पाई दम

नगर निगम में कांग्रेस ने नेता प्रतिपक्ष अहिल्याबाई पवार को बनाया। पहली बैठक में उन्होंने पैकी प्लाट का मामला उठाया, उन्होंने कहा कि मुख्यमंत्री घोषणा कर गए उसके बाद भी परमिशन क्यों नहीं हो रही है। उनके सवाल पर मिले गोलमोल जवाब के बाद वह अपनी सीट पर बैठ गई और इस मुद्दे पर वह दम नहीं दिखा पाई और ना ही कोई कांग्रेसी पार्षद।
